What will this position involve?

Strategic and day-to-day participation in the Future Peterborough programme delivery team to enable the Peterborough DNA project to be delivered rapidly and effectively up to the end of the programme in March/April 2019.

Development and delivery of a programme of work, building on the extensive progress to date, in line with the deliverables of the Future Peterborough Framework to recruit, engage and work with a cohort of local stakeholders with the aim of improving economic resilience and increasing environmental sustainability through the implementation of the Circular Peterborough vision.

Guided by the Circular Peterborough Road Map, the identification and implementation of a range of practical initiatives that bring the ‘Circular Peterborough’ vision to life, and co-ordinate a programme of work that captures the social, economic and environmental benefits from the approach.

Who would this position suit?

The position would suit a highly motivated candidate with a passion for, and keen interest in, the circular economy. The role is necessarily high profile so the individual needs to be confident in their knowledge of the subject and in discussing this with others at a range of levels. Credibility is essential as delivering on the Circular Peterborough objectives inevitably requires ability to influence others. In addition, Presentation skills and experience are a must, as the role requires the preparation and delivery of presentations to a wide range of audiences.

Who are Opportunity Peterborough?

Opportunity Peterborough was founded in 2005 as an urban regeneration company. Five years later our remit evolved to lead the city’s economic development. We’re a private not-for-profit business, wholly owned by Peterborough City Council.

As an economic development company, Opportunity Peterborough’s core responsibilities include marketing Peterborough to businesses to attract inward investment, engaging with local companies to support growth and development, and leading the city’s skills agenda to ensure our current and future talent pool is trained and work-ready. We also deliver a range of projects to boost the local economy and support Peterborough’s aspiration to create the UK’s environment capital.

In 2012, Peterborough became one of four Future City Demonstrators and was awarded £3 million to test, develop and implement new concepts and ideas, harnessing the power of data and technology, in a bid to make our City a better place to live, work and invest. Opportunity Peterborough and Peterborough City Council jointly deliver the resultant Future Peterborough programme. Peterborough was awarded World Smart City in 2015 for it’s early, pioneering work on city scale circular economy.

What is the Opportunity Peterborough team like?

Opportunity Peterborough (OP) is a relatively small organisation that consistently punches above it’s weight. The largest part of the team focuses on marketing the city for economic development and inward investment purposes, supporting a number of staff skilled in business liaison. OP also includes the Skills Service which provides a brokerage role between businesses and education and training providers to encourage effective partnership working.

The Future Peterborough team comprises six members of staff working across OP and Peterborough City Council delivering a wide range of Future City initiatives from leadership and partnership building to the effective use of data to improve Council services. The Circular Economy role is a key part of the team and the programme itself.

Why would the successful candidate want this position?

This is an exciting and varied role that will allow the successful candidate to work with a wide range of people and businesses across the city of Peterborough. It is a high profile post as Peterborough has built an international profile and reputation for it’s Circular Peterborough initiative. The role may also require attendance and presentation at conferences in the UK and abroad.

So far, our work has seen us recognised as the World Smart City 2015, deliver a vision for Peterborough to become the UK’s first Circular City, input into the BSI Smart City Standards, develop a Future City Leadership programme and provide a vision, roadmap and toolkit for other aspiring smart cities across the world. We have made substantial progress with our Circular Peterborough initiative and built a global profile for our work but we are keen to drive the agenda further during the next 12 months.

Salary (per annum pro rata): £27,500 per annum up to £32,000 per annum (pro-rata) dependent on the skills and experience of the successful candidate.

Responsibilities

Key Responsibilities

  1. Continue to substantially raise the profile of the Circular Peterborough programme locally, nationally and internationally in order to build widespread understanding of the circular economy.

  2. Continue to deliver the Circular Peterborough Programme, in line with the recently developed Road Map, including the measurement of progress.

  3. Work with businesses and other partners to identify solutions to specific circular economy challenges, working across the programme to agree mechanisms to deploy circular economy solutions, whilst developing the longer-term business case to support on-going investment and potential commercial opportunities.

  4. Manage the “Share Peterborough” platform, to develop the number of registered users and the number of “sharing” transactions facilitated through the site. Further development of the platform and the investigation of commercialisation opportunities will also be a clear focus.

  5. To act as a direct point of contact on a day-to-day basis for the Circular Peterborough programme. This will include making contact with individual businesses and stakeholders as well as organising larger networking events as appropriate. If required, co-ordinate the delivery of projects by third party agencies ensuring satisfactory outputs and appropriate engagement between them and businesses.

  6. Working with the wider Future Peterborough team to take a proactive approach to promoting the initiative within local and national media, maintaining evidence as appropriate.

  7. To seek and secure further funding, as appropriate, in order to enhance the deliverables of this project and where possible enable further capital investment and continuation of the programme beyond the current timeframe.

  8. To develop and sustain effective working relationships to manage the expectations of stakeholders including officers, councillors and the local community.

  9. Work with Opportunity Peterborough colleagues to identify inward investment potential from the Circular Peterborough profile and context.

Essential

  1. Practical and theoretical knowledge of environmental and sustainability issues, including those specifically relating to the circular and sharing economy in the context of the Smart/Future City agenda.

  2. Knowledge and experience of project management techniques - Ability to co-ordinate high profile and complex projects effectively.

  3. Excellent written and verbal communication skills. Significant experience of presenting topics to a variety of target audiences.

  4. High credibility and a proven ability to draw together, influence and motivate stakeholders, negotiate solutions and seek opportunities for effective delivery of programme objectives.

  5. Ability to work with businesses and other organisations at all levels, demonstrating a high degree of professional engagement.

  6. A degree (or equivalent) qualification in an environmental, or related, discipline and/or significant practical experience of the topic of focus.

  7. Understanding of, acceptance and commitment to the principals underlying equal opportunities.

  8. The ability to think strategically but act practically.

  9. Ability to work flexibly including travel to events (UK and elsewhere) and occasionally outside normal hours.

  10. Knowledge and understanding of effective customer care.

  11. Sensitivity to potentially commercially confidential material and situations.
