Job Description


Change Agents UK will for this coming winter be delivering Dudley Metropolitan Borough Council’s home energy advice visits. Dudley have a well-developed network of partners who all feed referrals into a central “hub”, offering support to those most vulnerable to rising fuel prices. If a resident is thought to require a home visit, the referrals will be fed through to Change Agents UK, who will act swiftly to reduce their energy bills as much as possible in one visit. Visits will include applying for funding such as Energy Company Obligation (ECO) for infrastructural measures, ensuring residents are on the correct tariffs and benefitting from the warm home discount, through to teaching people to better manage their energy use for heating and appliances. All members of staff will strive to save on average £230 in each property visited.


Working closely with Dudley Metropolitan Borough Council and the home energy advice team, Change Agents will deliver energy audits in people’s homes and offer advice to the public. The Senior Energy and Fuel Poverty Officer will be responsible for delivery of home energy audits against set targets, whilst managing the duties of other energy officers who will be brought in on short contracts during busy periods. The Senior Officer will also be responsible for reporting progress during bi-weekly meetings with Dudley Metropolitan Borough Council, and providing Key Performance Indicators (KPIs) to the Project Manager, along with regular updates.

Outputs and Key Tasks


  1. Ensure high quality and effective delivery of energy audits within 10 days of a referral being made.

  2. Provide line management to other members of staff delivering home energy visits on shorter term contracts, to ensure the quality of their work and continued personal development. This includes keeping close track of visits, results, staff time and reporting.

  3. Work closely with Dudley MBC and the Change Agents UK Project Manager to ensure that requests for visits are being made and that we are prepared for times of elevated demand.

  4. Timely liaison and reporting of targets, KPIs and project costs to Change Agents UK Project Manager.

  5. Act as the main point of contact for Dudley MBC and Change Agents UK to oversee the successful delivery of this contract.

Key Tasks

  1. To be an integral part of the Winter warmth Support team.

  2. To conduct home visits to residents across the Dudley borough.

  3. To understand the health and wellbeing impacts of fuel poverty and living in a cold home and advise residents of the risks that this can cause.

  4. To Inspect and accurately record the physical aspects of the home, the way that energy is used and the costs of this, so as to make suggestions for improvements and behaviour changes.

  5. To provide residents with advice options, choice and support with the aim of empowering them to take control over their energy use and costs.

  6. To complete an assessment of needs for partner services.

  7. To comply with the energy advisors code of conduct.

  8. To relay this paperwork and information back to colleagues who will make appropriate interventions and referrals.

  9. To complete any follow on actions that are required within an appropriate amount of time.

  10. To discuss with colleagues any complications or issues that arise.

  11. To notify the office of any visits where there is no access and allow colleagues to redirect you to an alternative.

  12. To comply with procedures relating to mileage and expenses.

  13. To comply with procedures relating to lone working and health and safety.

  14. To relay to Change Agents accurate figures regarding the number of completed visits to be invoiced.

  15. To complete monitoring and reporting work as required to include assisting with evaluating the service and compiling feedback.

Personal Specification


  1. Candidates must be a graduate

  2. Candidate holds a full driving licence and have access to a car insured for business purposes or access to a vehicle insured for business use and driver/assistance.

  3. Willingness to undertake an Enhanced Disclosure and Barring Service (DBS) check.

  4. Good communication and community engagement skills showing empathy and understanding of the householders needs.

  5. Holds a domestic energy advice qualification such as City and Guilds Level 3 in Energy Awareness (preferred).

  6. Excellent organisational skills with the ability to keep accurate and up-to-date records of progress and work to deadlines and targets.

  7. Ability to project manage effectively and prioritise tasks in a busy schedule.

  8. Ability to work under own initiative and individually coming up with creative and effective solutions to problems.

  9. Good IT skills and ability to use software to complete the project outcomes and evaluation.

  10. Experience in developing and enhancing stakeholder relations with the view to partnership working.


  1. Excellent report writing skills with the ability to tailor the style and content to different audiences.

  2. Experience and understanding of local government and multi-agency partnerships.

  3. Marketing experience; such as writing press releases, articles, website content etc.
