Job Description


The Borough of Melton is an attractive rural area in the northeast of Leicestershire at the heart of the East Midlands. It encompasses the picturesque Vale of Belvoir, which, literally translated, means ‘beautiful view’. Steeped in rural tradition, this part of the country is famous for its fine food and drink, including Melton Mowbray pork pies, stilton cheese and locally brewed ale. Melton Mowbray is often referred to as the country’s rural capital of food and drink.

The population of Melton Borough in 2011 was 50,376. Over half of the population live in the historic market town of Melton Mowbray, the remainder live in more than 70 villages and surrounding countryside.

The town centre is about 28 kilometres (17 to 18 miles) from the large cities of Leicester and Nottingham, and 20 kilometres (14 miles) to the towns of Loughborough and Grantham. There are train stations at Melton Mowbray and Bottesford. Direct train routes run through Melton Mowbray from Leicester, Stansted Airport, Birmingham, Cambridge and Liverpool. There are regular bus services to Nottingham and Leicester.

Melton Borough Council employs just over 160 people, most based at their main offices on Parkside, about 150 yards from Melton Mowbray Station and the Town Centre.


The post holder will be responsible for assisting the delivery of the Council’s Development Control, Licensing, Building Control, Planning Policy and Enforcement Services, with particular responsibility for the Geographical Information Systems (GIS) databases and research intelligence that underpin these service areas.

Outputs and Key Tasks


  1. To contribute to the Council’s corporate policies and strategies, working with officers from all departments of the council.

  2. To implement a customer focused approach towards the provision of the Council’s services.

  3. To work closely with all the council officers and managers so as to achieve maximum results within performance management targets.

  4. To maximise the outcomes from applications to deliver Council priorities and wider planning objectives.

  5. To participate in the production of regular detailed management information.

  6. To deliver Services in accordance with the Councils corporate approach to service delivery and working practises.

  7. Ensure compliance with all relevant Council policies, statutes and regulations insofar they relate to the activity within the scope of the post.

  8. To ensure that the Council always operates within the law and that its statutory responsibilities are properly discharged.

Key Tasks

GIS responsibilities:

  1. To manage and maintain the Council’s corporate geographical datasets. Ensure that all relevant data sets are loaded onto the corporate GIS database as they become available.

  2. Act as the Authorities ALO.

  3. Act as one of the Councils IDOX system supervisors.

  4. To participate in projects for the improved use of GIS and associated data throughout the Authority.

  5. To take the role of GIS co-ordinator for the Council, proactively promoting GIS and providing a range of advice, service and support to colleagues.

  6. Providing training and advice to staff on the use of GIS within the Authority.

  7. To provide specialist data management and data capture service in respect of all land and property systems including data matching, data loading and site surveys; assuring the quality of the geographic data held by the Council.

  8. Advising on the spatial data standards and developing methodologies for the use of such data and ensuring consistency and reliability of spatial data attributes.

  9. Liaison with external organisations to ensure effective importation and export of information to and from the council.

  10. To manage and promote the BS7666 LLPG as the council’s core property database and to act as the council’s LLPG Custodian and administrator.

Development Control responsibilities

  1. To respond to customer enquiries on planning procedures and the need for planning permission and to provide pre-application advice to prospective developers.

  2. To undertake planning application validation.

  3. To undertake the effective, efficient, and economic processing of applications submitted to the authority under the Development Control function appropriate to the grade of the post, including maintenance of records and databases, negotiation of amendments, drafting conditions having regard to relevant legislation, national and local planning policies, supplementary planning guidance and Council practice.

  4. To provide assistance to Planning Officers and senior staff regarding the processing of planning and related applications, enquiries and appeals.

Building Control responsibilities

  1. To undertake the Street Naming and Numbering responsibilities of the Council.

  2. To identify ’90 day’ inspections and arrange for follow up action.

  3. To provide assistance to Building Control Officers and senior staff regarding the processing of Building Control related applications and enquiries.

Licensing responsibilities

  1. To assist in the processing of licences made under the Licensing Act and all other forms of licences and registrations issued by the Council i.e. taxi’s and environmental health and to provide effective customer service to applicants of licenses, ensuring that they receive the correct information, advice and assistance in the application process of licences.

  2. To advise potential applicants of the Council’s policy and guidance and the licensing application.

Enforcement responsibilities

  1. To assist the Enforcement team with the investigation of enforcement cases of a nature appropriate to the grade of the post.

  2. To advise interested parties of the Council’s policy and procedures relating to Enforcement.

Planning Policy responsibilities

  1. To assist the Planning Policy team in collecting and managing data through the effective use of GIS and other IT solutions.

  2. To assist the Planning Policy team with the analysis and efficient interpretation of data using GIS and other IT solutions.

  3. To assist with creating maps and technical information to feed into planning policy documents and the planning policy evidence base.

  4. To assist with the more effective use of GIS mapping and analysis of GIS information to support the development, delivery and monitoring of the Local Plan and Corporate Objectives The above list of responsibilities is not exhaustive. The responsibilities and duties will vary from time to time without changing the character of the post. The postholder will be expected to adopt a flexible approach to ensure the efficient and effective implementation of relevant legislation, the Council's policies and programmes.

Personal Specification


  1. GCSE (or equivalent) qualifications in English & Maths at grade C or above.

  2. Ability to work on own initiative and with limited supervision to achieve goals under pressure within strict deadlines.

  3. Willingness and ability to trial and implement new ways of working, operate with no fixed location, and have a flexible approach to team work and working patterns.

  4. Capacity to be an enthusiastic and energetic advocate for the business benefits of GIS.

  5. Excellent communicator and negotiator: able to clearly and appropriately get the message across to meet the needs of the audience, in written and verbal form. Demonstrates ability to successfully deal with applicant, agents, consultees and affected residents.

  6. Demonstrates a high level of personal performance. Understanding and awareness of the role of performance management, the requirements of performance management systems, and that performance is measured by outcomes.

  7. Good understanding of the principles of GIS and information management. A practical understanding of the development control, building control / or licensing processes, and the role of GIS data within them. Experience of developing, administering and supporting GIS systems.

  8. Computer literate: experience of using IT systems to assist service delivery.

  9. Driving license and use of a car.


  1. Awareness and understanding of the Council’s Corporate approach to service delivery and Corporate Priorities.

  2. Knowledge and experience of ArcView, ArcSDE and ArcIMS. Experience of working with digital mapping data and databases.

  3. Experience of updating OS digital map data including translation into other file formats; using OS digital data to provide customised mapping.

  4. Experience of geo-referencing of large databased within a GIS.

  5. Experience of working in the development control, building control and / or licensing processes.

  6. Experience of using IDOX Uniform and/or LALPAC system.

  7. Experience of improving outcomes through negotiation.

  8. Demonstrates behaviour that is sensitive to the aspirations and perceptions of others.

  9. Degree or qualifications in a related subject.

Salary (per annum pro rata): £17,891- £19,939 (dependent upon experience)
