Stroud District Council are one of the first councils to build and complete council homes under the new ‘self-financing’ regime. They also invest in homelessness prevention and helping vulnerable households in private housing reduce energy costs and improve their housing conditions. £2million has been set aside to encourage self build and provide more affordable homes in the private housing market. On completion of training to assist in delivering the Council’s Private Sector Housing Renewal Service with a lead role in developing the Council’s response to the problem of empty homes in the District, and working with Health and Social Care colleagues to promote the role of housing in health and wellbeing.

Career Progression

This is a permanent graduated career progression role, with a full training package. Over a period of 18-24 months you will develop your skills and experiences to move up to a fully qualified Stroud grade 5 position, on satisfactory completion of an assessed competency framework. A new Grade 5 job description would be issued at this time which will reflect the full outputs and key tasks expected at this level.

Outputs and Key Tasks Expected at Introductory Level (Grade 3)


  1. To work towards achieving the competencies required to become a Private Sector Housing Officer and able to take a lead role in developing the Council’s response to the problem of empty homes in the district.

  2. To undertake training through peer support, work shadowing, self-learning, online training courses and attendance at courses as directed by the Housing Renewal Manager.

  3. Participate as required in the organisation and delivery of promotional and educational events and seminars.

  4. Work with the Principal Environmental Health Officer in the investigation of complaints and dealing with enquiries.

  5. Maintain accurate records of all work and maintain relevant computer records in accordance with agreed procedures.

Key Tasks

  1. Good time management in order to undertake a variety of related tasks to which a good level of practical knowledge and skills will need to be applied.

  2. Respond to queries and complaints generally on non contentious matters creatively within the general guidelines laid down in policies and written procedures.

  3. Responsible for the proper use and safekeeping of items of equipment issued.

  4. To work with communities sometimes outside normal office hours, including weekends.

  5. To ensure that at all times service delivery informs, reflects and supports the Council’s prevailing aims and objectives.

  6. To work with colleagues across the organisation as required in support of organisational goals.

  7. To promote the Council’s overall commitment to equality of opportunity/Diversity at all times and work within the requirements of the Council’s Equality Scheme.

  8. To undertake all training and development initiatives as required.

  9. To work within Health and Safety guidelines in accordance with the Health and Safety at work Act.

  10. To work within the requirements of the Council’s Environmental Policy and Management System.

  11. To undertake any appropriate duties required to meet the Council’s obligations under the Civil Contingencies Act.

  12. To be conscientious in the work you do and demonstrate that you can work in an organised and orderly manner.

Personal Specification


  1. A degree in a relevant subject or equivalent relevant qualification.

  2. Experience of working in an environment requiring interaction with the public.

  3. Excellent verbal and written communication skills.

  4. Ability to effectively research a subject and present findings.

  5. Ability to follow instructions and procedures.

  6. Proficient in the use of IT including competency at using MS packages.

  7. Committed to working for an employer that values diversity and equality of opportunity.

  8. Committed to undertaking further training to develop appropriate skills and knowledge.

  9. Self-motivated and willing to use own initiative.

  10. Holds a full Drivers Licence and has access to a car that you are willing to insure for business purposes.
