Job Description


Change Agents UK will, for this coming winter be delivering Dudley Metropolitan Borough Council’s home energy advice visits. Dudley have a well-developed network of partners who all feed referrals into a central “hub”, offering support to those most vulnerable to rising fuel prices. If a resident is thought to require a home visit, the referrals will be fed through to Change Agents UK, who will act swiftly to reduce their energy bills as much as possible in one visit. Visits will include applying for funding such as Energy Company Obligation (ECO) for infrastructural measures, ensuring residents are on the correct tariffs and benefitting from the warm home discount, through to teaching people to better manage their energy use for heating and appliances. All members of staff will strive to save on average £230 in each property visited.


Working within Dudley Metropolitan Borough Council’s Hub and the Warm Homes energy advice team. The Healthy Homes Project Case Manager will be responsible for assisting in delivering advice across a range of the Household Energy Services projects. This will involve providing appropriate telephone‐based and face‐to‐face advice through outreach on all aspects of home energy efficiency, as well as accurately recording client details and information on outcomes. The Project Case Manager will be responsible for booking appointments for the Energy & Fuel Poverty Officers, inputting data and post‐advice follow‐up and evaluation.

The aim of the Winter Warmth Support & Energy Advice services is to ensure that residents of Dudley are able to be warm and well at home and to support them to afford the costs of energy, getting best value for money. The approach is person-centred and holistic.

Outputs and Key Tasks


  1. Ensure high quality and effective delivery of property and resident health surveys within 10 days of a referral being made.

  2. Liaise with frontline staff to promote the programme, identify vulnerable members of the community and generate referrals to the Hub

  3. Work closely with Dudley MBC and the Change Agents UK Project Manager to ensure that requests for visits are being made and that we are prepared for times of elevated demand.

  4. Coordinate Winter Warmth home visits, data inputting and post advice follow-up and evaluation.

Key Tasks

  1. To be an integral part of the Hub Winter Warmth, Home Improvement Service Support team and CAUK team.

  2. To generate referrals to the Central Hub and book in Winter Warmth Home visits.

  3. To monitor and report on customer satisfaction rates.

  4. To conduct home visits to residents across the Dudley borough when required.

  5. To provide residents with advice options, choice and support with the aim of empowering them to take control over their energy use and costs.

  6. To understand the health and wellbeing impacts of fuel poverty and living in a cold home and advise residents of the risks that this can cause.

  7. To Inspect and accurately record the physical aspects of the home, the way that energy is used and to assess the need for improvements and behaviour changes.

  8. To make appropriate interventions and referrals following colleague reports and information.

  9. To complete any follow on actions that are required within an appropriate amount of time.

  10. To discuss with colleagues any complications or issues that arise.

  11. To redirect colleagues to alternative visits if there is no access to a property.

  12. To comply with procedures relating to mileage and expenses.

  13. To comply with procedures relating to lone working and health and safety.

  14. To complete monitoring and reporting work as required to include assisting with evaluating the service and compiling feedback.

Personal Specification


  1. Candidate holds a full driving licence and have access to a car insured for business purposes or access to a vehicle insured for business use and driver/assistance.

  2. Willingness to undertake an Enhanced Disclosure and Barring Service (DBS) check.

  3. Good communication and community engagement skills showing empathy and understanding of the householders needs.

  4. Excellent organisational skills with the ability to keep accurate and up-to-date records of progress and work to deadlines and targets.

  5. Ability to project manage effectively and prioritise tasks in a busy schedule.

  6. Ability to work under own initiative and individually coming up with creative and effective solutions to problems.

  7. Good IT skills and ability to use software to complete the project outcomes and evaluation.

  8. Experience in developing and enhancing stakeholder relations with the view to partnership working.

  9. A commitment to customer service and an understanding of the necessary attentiveness and patience that requires.

  10. Strong administrative skills and a willingness to undertake routine administrative tasks with high levels of accuracy and reliability


  1. Excellent report writing skills with the ability to tailor the style and content to different audiences.

  2. Experience and understanding of local government and multi-agency partnerships.

  3. Marketing experience; such as writing press releases, articles, website content etc.

  4. Holds a domestic energy advice qualification such as City and Guilds Level 3 in Energy Awareness (preferred or training will be provided).

  5. Previous experience of working with or coordinating frontline staff members.

  6. Understanding of the challenges of giving support to vulnerable individuals face to face and over the phone.
