What will this position involve?

This is an exciting opportunity to join the Energy Policy & Advice Team at Islington Council, which operates a number of high-profile projects.

You will be working on the largest of these projects, the Seasonal Health Intervention Network (SHINE); a single point referral system offering advice and support to London residents. You will provide a comprehensive advisory service on fuel poverty, energy and water efficiency and related topics to the public, both face to face in their homes and via telephone help lines. You will also support wider team objectives around community energy, water, consumer protection, developing local policy, influencing regional and national policy and income generation.

Between December 2010 and September 2017, SHINE received over 17,500 referrals, with over 3,000 in 2016/17 alone. SHINE expanded across all of London in January 2017 with private sector funding. The team also operates general energy advice services for the boroughs of Islington, Camden and Hackney. In late 2017 the council intends to launch an energy supply offer under our own brand.

Who are Islington Council?

Islington Council serves a lively and diverse London borough has one of the largest energy services in UK local government and operates a number of pioneering and innovative projects to save energy and carbon, including a heat network utilising waste heat from the London Underground and SHINE. In 2017 we are insourcing our popular Energy Doctor in the Home programme and we are recruiting Home Energy Advisors to deliver this programme.

What is the Energy Policy & Advice Team like?

You will work within Islington Council, as part of a team of at least ten, to deliver home energy advice across Islington and neighbouring boroughs. The team works on a range of home and community energy projects but also has policy responsibility for fuel poverty, domestic energy efficiency standards, consumer protection, water and climate resilience. The team is a dynamic and busy one with a high regional and national profile. You will work alongside supportive colleagues to deliver valued and popular services.

Responsibilities

Key Responsibilities

  1. Deliver a high quality energy advice service across a number of local authorities, including through home visits, telephone advice and outreach events:-

    • Assist in the provision of a fuel poverty and energy advice service, including providing comprehensive sustainable energy and affordable warmth advice to the vulnerable clients and signposting/referring to relevant grants and schemes.

    • Assist in the delivery of the Seasonal Health Interventions Network (SHINE).

    • Undertake home energy visits to advise on saving energy and water.

    • Fit smaller energy efficiency measures and identify potential for heating and insulation measures.

    • Use a variety of methods to persuade and encourage shifts to more energy and water efficient living and to reduce fuel and water poverty including the provision of advice and information, training courses, workshops, and outreach work.

  2. Liaise with partner agencies to promote SHINE and other programmes

    • Market the council’s advisory services to clients, including: planning, co-ordinating and delivering presentations, events, and training sessions.
  3. Assist in the delivery of contract targets and performance indicators

  4. Assist the service manager in the delivery and development of the service

    • Investigate energy related issues and contribute to service strategy development.

    • Maintain information systems and ensure material is updated.

    • Carry out regular reviews of work programmes in conjunction with management.

  5. Support the wider objectives of the Energy Policy & Advice Team

    • Undertake any other duties commensurate to the grade of the post.

Essential

  1. Experience of working in a public facing role.

  2. Knowledge of domestic sustainable energy and affordable warmth issues relevant to an inner city area.

  3. An excellent written and verbal communicator, with the ability to provide clear, relevant technical and non-technical advice to members of the public and other officers.

  4. Ability to promote and market energy and environmental advice to residents and to provide targeted advice and assistance to residents in fuel poverty.

  5. Ability to work in collaboration with, and on behalf of other public bodies including local authorities.

  6. Excellent report writing skills with the ability to document work programme reviews.

  7. Excellent IT skills, including a good working knowledge of: Microsoft Windows, Excel, Outlook, Word.

  8. Willingness to undertake an Enhanced satisfactory clearance from the Disclosure and Barring Service formally known as the Criminal Records Bureau (CRB) Disclosure.

Desirable

  1. Ability to prepare written and visual information.

  2. Knowledge of financial assistance available for domestic sustainable energy investment.

  3. The ability to adhere to the Council’s Dignity for All policy.
